Executive Profile

Robert Ford

President, Dr. Ford has over 40 years of experience in the electrical construction industry. He possesses a master’s degree in electrical engineering from the University of Pennsylvania, an MBA from the University’s Wharton School and a doctorate degree in business management from Southern California Univ. and a Ph.D. from Kennedy Univ. In addition, Dr. Ford, appointed by Governor Rendell in 2004, continues to serve on the Penna. State Licensing Board for Professional Engineers, Land Surveyors and Geologists. He previously served as a commissioner on the Pennsylvania IMPACT (VE) commission at the appointment of Governor Ridge. Dr. Ford is actively licensed in six states and has NCEES Certification.

David Pascoe

Vice President of Project Management, Mr. Pascoe has over 25 years of experience in the electrical industry. He is responsible for estimating, marketing, and sales for the company. He also maintains control of project management. He possesses a degree in mechanical and electrical design.

Having worked alongside an electrical contracting firm for 40+ years, Coulter offers a strong construction background to supplement its engineering skills. We now have an associate mechanical consultant in HVAC and plumbing, offering VE in those fields. This allows us to provide a complete VE analysis of the mechanical and electrical systems (MEP) in one package. For a project to be completed with the least number of problems, it requires the proficiency of all parties working together in harmony and unity to achieve the highest quality with the least time and cost. Coulter Engineers provides the continuity that achieves this undertaking by working closely with the developer, architect and engineers, construction manager, and sub-contractors. We bring to the assemblage, the know-how, and experience that connects all parties together as one. Our design knowledge added to our construction understanding enables us to keep within a budget without sacrificing any of the scope and standards.

The MEP portion of a project normally entails approximately 35% of the total cost. In our experience, we have seen savings to the client upwards of 30% of the total MEP package.
